Zodiac sign clash for family member for moving date

Hi
I am looking at the list of auspicious dates for moving (31st Aug 2019) and have noticed that one of the family member's (the youngest) zodiac sign is horse. As per the list this is a clash.
So I wanted to know if the clash indicate that the person with the zodiac sign of horse should not participate on the moving day then things are ok or that if the person is going to be living at the new place then we shouldn't move at all on this day?
If someone can clarify the significance and the meaning of the "clash" in bit more detail I would appreciate it.

You'd better choose a day that doesn't clash all the signs of the family members who will live at the new place.
